The Redwood City Council and Planning Commission jointly held this public meeting to address the General Plan update process.

Staff Present: City Manager Everett, City Attorney Schricker, City Clerk Howe; Community Development Services Manager Patterson, Public Works Services Director Ingram, Planning and Redevelopment Manager Church, Volunteer Balsamo

6. ORAL COMMUNICATIONS
Jane Steward stated she is a Peninsula Marina tenant pleading to retain affordable housing in the City. She requested the City Council and Planning Commission to condition removal of housing with replacement housing.
Mayor Ruskin stated that the groundwork for mediation on the Peninsula Marina was being set.
Pina Truscelli invited the community to the 66th American Legion Outstanding Citizen of the Year banquet on March 2, 2001. The second event she announced was the Native Daughters' tree planting event on March 10, 2001 at the Veterans Senior Center.
Karen Sparks Burgess spoke of the fact that it appears to be legally mandatory for the City to be present in the mediation process.
Mayor Ruskin expressed the Council's concern and need to remain out of a private property issue.
Rudy Luca spoke of affordable housing and questioned what the City is doing about the subject.7. CONSENT CALENDAR - None
Items on the Consent Calendar are considered to be routine by the City Council and are enacted by one motion and one vote. There is no separate discussion of these items unless a Council Member or Citizen so requests, in which event the item is removed from the consent calendar and considered in its normal sequence on the agenda.
8. MATTERS OF COUNCIL INTEREST - None
9. STAFF REPORTS
Principal Planner Passanisi explained that staff is recommending that the Council select a General Plan update process that has a decentralized visioning process, and uses existing City Committees/Commissions/Boards for technical expertise and input.
Daniel Iacofano, of Moore, Iacofano and Goltsman, Inc. (MIG) presented a proposal for the vision portion of the process. He stated the community vision would feed into the actual writing of the General Plan.
Council Members expressed concern with how to integrate work already begun by Parks and Recreation Commission's work on the department's strategic plan, the vision work of the Downtown Area Plan Task Force, and the Interim Urgency Ordinance.
Planning Commissioners commented that the consultant must define a final product and that an outline of technicalities must be presented prior to the visioning element.
Public Comment:
Rudy Luca asked whether a consultant was used in 1976 and stated his confidence in the Planning Commission and City Council.
City Manager Everett stated the Planning Commission has heard the concerns of the Council and will ferret out the scope of the project with staff and the consultant and move forward.

M/S Howard/Hartnett to adjourn until the next special meeting of February 10, 2001. The meeting was adjourned in honor of Redwood City Firefighter Matt Smith who passed away earlier in the day on February 5, 2001 at the age of 33. Firefighter Smith was a 5-year employee with the City and leaves his wife and two children. The motion passed by a unanimous voice vote.
