BOARD OF EQUALIZATION MEETING
DECEMBER 10, 2001
7:00 p.m.

The Mayor called the Board of Equalization meeting, and the City Council meeting to order concurrently. The City Council meeting began immediately following the Board of Equalization meeting.

Directors Absent: Ruskin

5- APPROVAL OF MINUTES

A) M/S Hartnett/Howard to Approve the Minutes of the Board of Equalization meeting of July 23rd, 2001 as submitted. The motion passed by a unanimous voice vote by those present with Director Ruskin absent. (301)

6- STAFF REPORT

A. Appeals Against the General Improvement District 1-64 Assessments for Fiscal Year 2001-2002; (511)

Financial Services Director Manager Freeman explained that at the July 23 Board meeting the Board accepted the assessed values for GID 1-64 for Fiscal Year 2001-2002. Property owners are given the opportunity to appeal and seven property owners submitted appeals by the September 17 deadline. The appraiser agreed that the appeals had merit and compromised valuations were reached in six of the appeals and stipulations have been received for the reduced appraised values. In the case of the seventh appeal, Mr. Countryman did not agree with the initial appraisal of $750,000.00. The appraiser reviewed the initial appraisal and reduced it to $690,000.00. The appellant was still not satisfied with this amount so another appraiser reviewed the parcel and her conclusion was that the property was worth $735,000.00 as of the January 1 date. Staff is recommending that the Board reduce the assessed value of the property to the revised amount of $690,000.00 as previously recommended.

Staff recommends that the Board accept the revised appraised values reflected in the report. Approval of the recommendation will result in a net decrease of GID 1-64 revenue of approximately $88.00.

M/S Hartnett/Howard to accept the revised appraised values in those cases in which the
City and the property owners have agreed to a reduced value. Motion to include acceptance of the proposed appraised value in the appeal by Mr. Fred Countryman.

The motion passed by a unanimous voice vote by those present with Director Ruskin absent.
