Mayor Claire called the meeting to order thanking the community and panel participants, reviewed the meeting purpose and talked about the role of the City Council this evening.

Council Members Absent: Howard and Ruskin (arrived at 8:20 p.m.)

4. PURPOSE OF THE MEETING

Facilitator Bonnie Miller reviewed the meeting purpose, agenda, logistics and ground rules.
