City of Redwood City's
Strategic Plan
Adopted June 22, 2009

The City's Strategic Plan, including Strategic Initiatives and Strategic Goals, provides overall direction for carrying out the activities of the City, in order to best meet the needs of the people who live and work here.

Such a Citywide Strategic Plan aligns City Council priorities with financial resources and allows for a more informed and in-depth annual discussion of how best to achieve the desired results, on behalf of the community. The Strategic Plan is intended to be a living document and as such will be modified and improved over time.

Strategic Initiatives are high-level policy areas established by Council, and represent the areas of focus for the organization. They are generally reviewed every five years. The Strategic Initiatives serve as a guidance to help focus the City Council, Boards, Committees, and Commissions, and staff. 

Strategic Goals support each of the Strategic Initiatives, providing the basis for each departments’ objectives and work plans over the course of the following 3 - 5 years. They describe the successful outcome that is desired. Strategic Goals may be revisited and/or confirmed at the Council’s Strategic Initiatives Update meeting annually. 

Here is an outline of Redwood City's Strategic Initiatives and their associated Strategic Goals:

Strategic Initiative: Economic Development

Strategic Goals:

  1. Retain and Promote businesses Citywide
  2. Encourage smart growth
  3. Preserve historic resources and identity
  4. Continue downtown redevelopment
  5. Foster housing development

Strategic Initiative: Public Safety

Strategic Goals:

  1. Maintain and ensure public safety
  2. Sustain disaster preparedness, including the Port
  3. Maintain gang suppression efforts

Strategic Initiative: Transportation and Traffic

Strategic Goals:

  1. Support alternative transportation 
  2. Maintain and promote neighborhood traffic solving system/program
  3. Promote pedestrian and bike friendly transportation community wide
  4. Coordinate regional transportation

Strategic Initiative: Government Operations

Strategic Goals:

  1. Encourage climate protection programs  
  2. Sustain code enforcement efforts throughout the community
  3. Maintain staff development and succession planning programs
  4. Be in a state of readiness for funding opportunities
  5. Take long term planning approach

Strategic Initiative: Community/Civic Support

Strategic Goals:

  1. Build community and leverage community partnerships
  2. Foster Civic engagement
  3. Raise public awareness and increase communications
  4. Develop welcoming public spaces

Strategic Initiative: Youth 

Strategic Goals:

  1. Support and continue after-school enrichment programs
  2. Provide child care programs (services for ages 0-5)
