  1. 20 El Camino Real (Don Kinyon for DaVita Dialysis Clinic)

    Pursuant to Section 11.4(B) of the Redwood City Zoning Ordinance, DaVita Dialysis Clinic is applying for a Use Permit to convert approximately 5,882 square feet of professional office space to medical office space at 20 El Camino Real.  The project site consists of approximately 19,340 square feet and is located at the northwesterly corner of El Camino Real and Finger Avenue in the Professional Office (PO) Zoning District.  Immediately surrounding the site to the north is a fast food restaurant located within the City of San Carlos, to the east are various auto repair businesses zoned Commercial-General (CG), to the south is a pizza restaurant zoned Commercial-General-Residential (CG-R), and to the west are a mix of one- and two-story single- and multi-family residences zoned Single-Family Residential (R-1).  The existing building is currently vacant, but was formerly occupied by AAA Insurance.  No additional floor area or expansion of building footprint is proposed as part of this project.  The property currently consists of 19 parking spaces including two (2) ADA parking stalls, with vehicular access to the site by way of an approximately 21-foot wide curb cut along Finger Avenue.

    The scope of work includes the following:

    1. Interior Improvements:  The vacant office building would be converted to accommodate fourteen (14) dialysis treatment stations, a waiting room, an outdoor patio area, and associated administrative office and laboratory/biomedical/storage areas.

    2. Exterior Improvements:  Building façade improvements are proposed including a new storefront system at both the southwest corner and east side of the building, the addition of an ADA accessibility ramp adjacent to Finger Avenue, an outdoor patio area at the El Camino Real frontage, and the addition of a trash enclosure with materials to match the exterior treatment of the building.

    3. Parking and Accessibility:  A patient pick-up/drop-off area is proposed adjacent to the main entrance at the southwest corner of the building facing the parking lot.  Seventeen (17) parking stalls are proposed, including three (3) ADA stalls.  The City’s parking standards require that one (1) parking space be provided for each 200 square feet of medical office use.  To meet the parking requirement, the applicant would need to provide a minimum of 30 parking spaces on-site and/or within a limited distance of the project site to the extent that is allowable by Section 30.15 of the Zoning Code.  As proposed, the medical office use is deemed nonconforming with respect to the number of parking spaces that would be provided on-site.  The applicant is working with adjacent property owners on a shared parking agreement to provide for the remaining required parking spaces.

    4. Landscaping:  Existing landscaping is proposed to remain including the fourteen (14) trees along the west perimeter of the property and the two (2) street trees located adjacent to the driveway along Finger Avenue.  New landscaping of various plant types is proposed including planters, landscape strips, and seven (7) street trees along the El Camino Real frontage and one (1) street tree along Finger Avenue.
