Redwood City began using recycled water, on a trial basis, in
August, 2000, when it launched the First Step Project. The City had
been searching for a way to use less water from the Hetch Hetchy
water system, its only source of water. Since the City exceeds its
Hetch Hetchy allotment every year, using recycled water for
irrigation is one alternative. First Step delivered recycled water
to sections of Redwood Shores where it was used for landscape
irrigation. Since it began, First Step has operated under tight
California Department of Health Services (DHS) Title 22 guidelines
for tertiary treatment of recycled water. First Step has been a
success and no health incidents have been reported. It is Redwood
City’s goal to extend First Step to other areas of the City in order
to reduce use of Hetch Hetchy water and to rely more on treated
recycled water for irrigation.
