Site Supervisor Designation Each new recycled water
customer must designate a representative to be the Site Supervisor
and provide the City with the name and contact information for this
person. The Site Supervisor represents the owner, tenant, or
property manager as a liaison to the City. The Site Supervisor must
have the authority to carry out and sustain any requirements of the
Project and/or the City. It is recommended that the Site Supervisor
be an employee who is permanently stationed at the site. At a
minimum, the Site Supervisor must make frequent visits to the site.
Site Supervisor Required Training The designated Site
Supervisor must attend a Site Supervisor Certification Workshop,
provided by the City, prior to receiving recycled water service.
Changing the Site Supervisor The customer must notify the
City within 30 days of any change in personnel for the Site
Supervisor position. Upon a change in personnel, the new Site
Supervisor must attend a Site Supervisor Certification Workshop
within 120 days of the position change.
Site Supervisor Irrigation Duties The Site Supervisor is
responsible for:
- Using recycled water in accordance with the City’s Recycled
Water Terms and Conditions and preventing potential violations
of those guidelines.
- Irrigating only between 9:00 pm and 6:00 am.
- Using Best Management Practices to minimize runoff and
ponding.
- Operating, repairing, maintaining, and monitoring the
recycled water system to minimize equipment and material
failure.
- Knowing the basic concepts of backflow and cross-connection
prevention, system testing, and related emergency procedures.
- Ensuring that there are no cross-connections made between
the drinking and recycled water systems.
- Being present at all cross-connection tests.
- Taking action to contain any unauthorized discharge of
recycled water.
- Educating all maintenance personnel on the use of recycled
water and reminding them that it is not approved for drinking,
washing or cooking.
Site Supervisor Reports and Records The Site
Supervisor is responsible for:
- Notifying the City immediately in the event of a
recycled water line break, spill, unauthorized discharge,
cross-connection, fluctuation in pressure, major change in
water quality or any other failures, violations and
emergencies that occur involving the recycled or drinking
water systems.
- Notifying the City of any signs designating landscape
areas being irrigated with recycled water that need to be
replaced.
- Notifying the City as to any change in ownership of the
property.
- Obtaining prior approval from the City for all proposed
changes and modifications to any on-site facilities.
- Inspecting, completing and submitting the
Self-Monitoring Monthly Inspection Report.
- Knowing the provisions contained in California Code of
Regulations Title 17 and Title 22, relating to the safe use
of recycled water and the maintenance of accurate records.
- Maintaining As-Built drawings as well as records of
repairs, system upgrades, types and quantities of materials
utilized in the irrigation system, employee training
records, and all related permit documents.
