On September 8, 2025, Redwood City adopted the Hopeful Horizons Ordinance, a compassionate, outreach-centered policy designed to help encampment residents move toward stable housing through shelter placement, case management, and wraparound services.
This new approach prioritizes shelter and outreach before any encampment removals take place.
