Redwood City Appoints Adrian Lee as Interim Public Works Services Director

Redwood City, California — Redwood City has appointed Adrian Lee as Interim Public Works Services Director following the retirement of longtime Public Works Services Director Terence Kyaw, who retired today after 34 years of service to the City.
Lee has served Redwood City for more than a decade in several Public Works leadership roles. He joined Public Works as a Management Analyst in 2013, served as Right of Way Superintendent from 2018 to 2025, and was promoted last year to Assistant Public Works Director/Chief Sustainability Officer.
“Adrian brings deep operational knowledge across Public Works Services and a steady, solutions-oriented approach to leadership,” said City Manager Patrick Heisinger. “We are grateful for his willingness to step into this interim role and help lead the department during this transition.”
As Interim Public Works Services Director, Lee will oversee the department’s core operations, including streets, sidewalks, water, wastewater, stormwater, sustainability programs, and other essential public infrastructure services.

The City will conduct a national recruitment for the permanent Public Works Services Director position. Teri Black & Co., LLC will lead the search and is expected to begin recruitment in the coming weeks.
As Lee steps into the interim director role, Justin Chapel will serve as Interim Assistant Public Works Director/Chief Sustainability Officer. Chapel joined Redwood City in 2009 as a Public Works Supervisor in the Water Division and was promoted to Water Utilities Superintendent in 2013.
