Redwood City, CA -  Following a competitive national recruitment, the City of Redwood City has appointed Adrian Lee as Public Works Services Director and Justin Chapel as Assistant Public Works Director and Chief Sustainability and Resiliency Officer. Both appointments are effective August 10, 2026.
Lee has served the City of Redwood City for 13 years, most recently as Interim Public Works Services Director since May 2026. He previously served as Assistant Public Works Services Director and Chief Sustainability and Resilience Officer, Public Works Superintendent for the Right-of-Way division and Management Analyst.
As Director, Lee will oversee the department’s operations, including water, recycled water, wastewater, streets and rights-of-way, fleet, facilities and custodial services. As Assistant Director, he oversaw multiple operating divisions, and he has extensive experience in infrastructure management, utility rate development, budgeting, capital planning and regulatory compliance. Lee has also represented Redwood City on regional bodies, including RethinkWaste and Silicon Valley Clean Water.
Chapel brings 28 years of municipal public works experience, including 17 years with the City of Redwood City. He has served as Interim Assistant Public Works Director since May 2026 and previously spent more than 12 years as a Public Works Superintendent overseeing the City’s water and utility operations.
 In his new role, Chapel will help lead departmental operations while advancing the City’s sustainability and resiliency priorities. His experience includes water-demand forecasting, utility rate setting, emergency preparedness, technology modernization and development of the City’s Urban Water Management Plans and Water Loss Management Program.

Lee holds a Master of Business Administration and a bachelor’s degree in business administration from San Francisco State University.
Chapel holds a Bachelor of Science in Business Administration–Management from San José State University and is pursuing a Master of Public Administration. He is also a certified California Grade D5 Water Distribution Operator.
