Permits and Licenses

Businesses which locate or start in Redwood City are likely to need a number of permits and licenses. Please contact Economic Development staff if you have questions.

Redwood City Zoning & Use Permits 

Before you sign a lease, find out if the location you are looking at allows your type of business. It may be allowed without conditions, it may need a Use Permit, or it may not be allowed at all. Your real estate broker may not disclose all limitations of the sites. Consider the questions:

• Describe your business uses and activities
• What was the previous use of the property/unit? When did the prior use discontinue?
• Are you replacing an existing business use? Are any expansions being proposed?
• If you want to operate from your home, is it allowed? Do you need landlord approval?

If you want to talk with a Planner, stop by City Hall Monday through Thursday, 10 am to 4 pm, or make an appointment 

Redwood City Business Licenses 

All businesses in Redwood City (except family child care homes) are obligated to get a Business License. Not all businesses have to pay the Business License tax.  

Getting a business license helps Economic Development staff understand the business landscape and provides staff contact information to share important policy changes, grant opportunities, and more.  

You must ensure Zoning allows your business because otherwise your Business License may be denied.  

Redwood City Planning, Building and Engineering Permits 

If you want to change how your business looks inside or outside, you might need a permit.

• Changes to the outside of the building may require an Architectural Permit. (Planning)
• Changes to the inside of the building, such as building a counter, renovating or installing a kitchen, installing lighting, and doing electrical work, may require a Building Permit. (Building)
• Putting up a sign in your windows or outside of your building requires a Sign Permit.(Planning)
• Putting seating or other furniture outside, such as a Parklet or Sidewalk Cafe, requires an Outdoor Business Activity Permit. (Engineering) 

Redwood City operates a “One-Stop Counter”. If you have questions, you can come to City Hall Monday-Thursday, 10 am-4 pm, to meet with staff from Planning, Building, Fire, and Engineering. (One-Stop Service)
