The City Council sets the City's Vision and Mission and adopts a multi-year Strategic Plan to guide policy-making and service delivery.

Current Strategic Plan (2023)
- 2020 Redwood City Strategic Plan - In January 2020, the City Council adopted a Strategic Plan, which established new vision and mission statements and nine Guiding Principles. To address the most pressing community and regional challenges, the City Council selected three Strategic Priorities: housing, transportation, and children and youth (in priority order). Goals for each of the Strategic Priorities focus staff activities. The Guiding Principles are: Aesthetics, Communication and Community Building, Economic Vitality, Excellence in Government Operations, Healthy Community for All Ages, Housing, Public Safety, Sustainability and Transportation.
On August 29, 2020, the City Council reaffirmed these Strategic Priorities and emphasized the importance of social equity and integrating diversity, equity and inclusion in the provision of all City services.
On October 12, 2020 the City Council amended the Plan to include a Foundational Guiding Principle: Redwood City will put equity first, urging a collective restart so that policies serve the entire community.

Archived Strategic Plans
- Revised 2016 Redwood City Strategic Plan - Under Council direction, the Strategic Plan has evolved over time and in 2016 the Council added Housing as a strategic initiative. The Plan’s seven initiatives ensure department objectives align with the City Council’s vision. The adopted strategic initiatives are community building and communication, community for all ages, economic development, government operations, housing, public safety, and transportation.
- 2015 Redwood City Strategic Plan - an overview of the City's Core Purpose and Values, identified Core Services, and the City's Strategic Initiatives and Strategic Goals, which translate into day-to-day work on behalf of the community.
