What are the Proposed Projects for Fiscal Year 2025-26?

On Monday, April 14, 2025, the City Council held a Fiscal Year 2025-26 Capital Improvement Program (FY 2025-26 CIP) and Five-Year Capital Improvement Program (Five-Year CIP) Study Session to review recommended project funding appropriations and provide feedback. The City of Redwood City Fiscal Year 2025-26 Budget and City of Redwood City Five-Year Capital Improvement Program will be presented in a public hearing on June 23, 2025. 

Fiscal Year 2025-26 Recommended CIP Online Map Portal

An interactive online portal for the FY 2025-26 Recommended CIP Projects was developed to further our shared goal of enhanced transparency, particularly with the budget process.  The online portal also provides a link to view an overlay of these projects and programs on an Equity Priority Communities (EPC) map. Project Prioritization

Given that funding available for frequently falls short of identified needs, staff must prioritize which projects to recommend in a given year based on the following criteria:

  1. City critical objectives,
  2. Diversity, Equity, and Inclusion (DEI),
  3. Health and safety,
  4. Economic benefit,
  5. Annual cost,
  6. Implications of deferring the project,
  7. Investment in previous years, and
  8. Nature of investment.

In addition to the considerations above, projects are are the potential changes in the bidding and construction environments; focused on projects that are ongoing and essential; and focused on projects with the objectives of diversity and equity, inclusion of the undeserved, resiliency, sustainability, and the use of clean technology.

District/Neighborhood Projects

As the result of infrastructure master planning to address community needs, in a given year, projects occur throughout the City to advance these long-term goals.  Projects/investments are not evenly spread across districts/neighborhoods as there may be capital projects occurring in specific location that may benefit the entire city, for instance, the rehabilitation pump stations may be located in a neighborhood, but the project benefits the entire city.

What is the Five-Year Capital Improvement Program? 

The Five-Year Capital Improvement Program (CIP) is a vital multi-year planning document that identifies both short- and long-term priorities for Redwood City’s capital infrastructure. It is prepared separately from the City’s Operating Budget in order to provide a more thorough and detailed description of the City’s capital improvement projects. The ultimate goal for the Capital Improvement Program is to effectively manage the City’s assets by investing in basic infrastructure and facility needs and to ensure adequate capital investment. The Five-Year CIP is used as a guiding document outlining future capital needs of the City.

How Often is the Capital Improvement Program Updated?

Each spring, working within the available funding resources, staff present the next fiscal year’s CIP project recommendations for the City Council to review and provide feedback.  Proposed projects cover a diverse range of functional areas from above and below ground infrastructure improvements to public facility and service enhancements.  Based on the City Council’s direction, project funding is distributed among projects for the upcoming fiscal year and is approved in June.  The most recent Five-Year Capital Improvement Program books are below.
