District Elections Update: April 29, 2019

Join the City Council for Public Hearing #7 on Monday, May 6 at 7:00 p.m. to provide input on the draft maps (Updated Demographer submitted maps on April 9: 13g13h, and 21f and one community submitted map: Map 13L and the proposed sequence of elections. Thank you to everyone who submitted comments on the revised maps by April 27 at 12 p.m. Three community maps were submitted within the deadline. However, two of the community-submitted maps were later withdrawn. The community submitted map is: Map 13L (Posted on April 29, 2019).  To view all four maps as a PDF, go here. At the meeting, the City Council may decide on a final map and sequencing of elections.

 

A staff report on district elections will be published as part of the agenda packet for the May 6 City Council meeting and available here, www.redwoodcity.org/councilmeetings on May 2 by the end of the day.

 

District Elections Update: April 9, 2019

On April 8, the City Council held Public Hearing #6 to provide feedback and gain community input on six district elections maps (four revised maps submitted by the demographer and two community submitted maps) and provide input on sequencing of elections. The City Council refined the list of demographer revised maps to three (13g13h21f) for further Council review and discussed interest in considering community submitted draft maps and refinement of community-submitted map 13j. The City Council will hold the next public hearing on District Elections on May 6.

The community may participate in this process through several ways including submitting a map by using the City's interactive mapping software by going here or by submitting a hand drawn map by going here to download a map or by submitting edits to the demographer's revised maps. Individuals may email edited or revised maps or comments to the City at districtelections@redwoodcity.org or submit hard copy edited or revised maps or comments to the City Clerk's Office at City Hall, located at 1017 Middlefield Road, Redwood City.

The community is encouraged to submit draft maps early by April 20 to have enough time for the demographer to ensure community-submitted maps are population balanced. Community members can provide comments and draft maps until Saturday, April 27 at 12 p.m. All community submitted draft maps received before Saturday, April 27 at 12 p.m. will be included in the May 6 City Council meeting and staff report.  

All revised demographer maps and any community submitted draft maps will be posted here on the District Elections website on April 29. A staff report on district elections will be published as part of the agenda packet for the May 6 City Council meeting and available here on May 2 by the end of the day. Community members are invited to join the City Council for Public Hearing #7 on Monday, May 6 at 7:00 p.m. to provide input on the draft maps. At the meeting, the City Council may decide on a final map and sequencing of elections. 

District Elections Update - April 8, 2019

For ease, please find the staff report and various attachments from packet below regarding the Public Hearing on District Elections. Community members can attend the Public Hearing in person in the Council Chambers at City Hall located at 1017 Middlefield Road or watch the meetings televised live to Redwood City residents on Astound Broadband cable Channel 26 and Comcast cable Channel 27, AT&T U-verse Channel 99, and or online by going here.

Community members can provide comments and new maps until Saturday, March 30 at 12 p.m. All community submitted comments and maps received before Saturday, March 30 at 12 p.m. will be included in the April 8 City Council meeting and staff report.

Steps in Advance of the April 8 City Council Meeting

District Elections Update-March 20, 2019

The City has delayed the district elections item previously scheduled for March 25 to provide additional legal review of the materials. The City will update the community as more information becomes available.

District Elections Update-March 15

Since the beginning of the district elections transition in September, the City conducted significant public outreach to seek community feedback in several ways including community forums, written comments, and the submittal of draft district maps. The deadline to adopt an ordinance transiting to district elections is March 31, 2019. 

On March 11, the City Council held a final public hearing on the district elections transition process. At the meeting, the City Council received public input, then introduced, and approved an ordinance. The ordinance establishes seven districts for the election of City Councilmembers, establishes the district boundaries using map 13F, identifies the number of each district, and confirms the election order of each district.

The City Council will consider a second reading of the ordinance on March 25 to finalize the City’s district-based elections process. The first Council Member election under the new district elections system will occur in the year 2020 and those districts are 1, 2, 3 and 7. The City Council balanced many objectives in creating the map and election sequencing for the election year 2020. Following the 2020 Census, the district map will be redrawn for the 2022 election process and include significant community engagement.

Revised Maps as of March 4, 2019

The City Council revised maps for review at Public Hearing #5 scheduled on March 11, 20190 are: 7-013d and 7-021c

The City also received three revised maps for review at Public Hearing #5: 7-013e7-013f, and 7-021d.

February 25, 2019 Public Hearing #4 Update 

On February 25, 2019, the City Council held Public Hearing #4 at the City Council meeting to receive input from the community on the submitted community maps, City Council revised focus maps, and public comments.

The City Council selected two (2) maps for the demographer to tweak further. The maps include 7-013c and 7-021b. The updated maps will become available on March 4, 2019 after the National Demographics Corporation updates the maps according to City Council direction received.

Revised Maps as of February 18, 2019

The revised maps for review at Public Hearing #4 scheduled on February 25, 2019 are: 7-007b7-013b7-013c7-019b7-021b, and 7-022b. View all focus and revised maps as of February 18, 2019 here.

February 11, 2019 Public Hearing #3 Update

On February 11, 2019, the City Council held Public Hearing #3 to receive input from the community on the submitted community and demographer maps and public comments received to date.

The City Council selected five (5) maps for the demographer to tweak further. The maps include: 7-0077-0137-019 (community member submissions); 7-021 and 7-022 (National Demographics Corporation submissions).

The National Demographics Corporation used these five maps as a baseline and revised the maps based on City Council direction. The new revised maps will be discussed at Public Hearing #4 scheduled on February 25, 2019.
