Navigation Center in Redwood City
As part of developing innovative solutions, the City continues to actively engage with the County of San Mateo on partnerships for emergency, permanent, and affordable housing. This includes the Navigation Center, which opened in May 2023 and provides 240 units of non-congregate emergency shelter for homeless adults and couples. The Navigation Center provides short-term housing, while also offering a range of intensive safety-net services on site. To equalize the value of the two exchange properties, five “on-demand” units are available to immediately provide emergency housing for adults experiencing homelessness in Redwood City.

From Hotels to Housing
Project Homekey is a program by the state of California that provides local government agencies with funds to purchase and rehabilitate housing – including hotels, motels, vacant apartment buildings and other properties – and convert them into permanent, long-term housing for people experiencing or at risk of homelessness.

Pacific Shelter was converted from a hotel into a non-congregate emergency shelter in early 2021 and provides 74 units for adults experiencing homelessness. Residents receive meals, housing focused case management, and connections to community resources. Pacific Shelter is currently operated by the non-profit Samaritan House. Shores Landing, the former Marriott TownePlace Suites hotel, is located in Redwood Shores and provides 95 units for senior supportive housing. The Site is operated by MidPen Housing and Mental Health Association and provides supportive services including case management, housing stability support, individual service plans, community-based referrals, health education and wellness programming, life skills development, lease compliance services, and more. Casa Esperanza (former Comfort Inn)
Casa Esperanza, formerly Comfort Inn hotel, is a permanent support housing site that opened in early 2023 and provides 51 units for homeless and formerly homeless adults. Onsite services are provided by Episcopal Community Services (ECS) including case management, resident engagement, health and wellness program, and job counseling. Future Developments
