New Utility Construction
General Information
All new construction and improvements require a variety of permits, design reviews, and inspections. The first step to determine the permits required for a development project is to consult with a Permit Technician. Contact the Community Development Counter at City Hall. A Permit Technician will explain the process and the necessary forms to be completed. Depending on the project, staff may refer applicants to Planning Division, Engineering Division, or other departments as applicable.

Fees
New or altered utility connections may be subject to fees in accordance with the City’s Fee Schedule.
Engineering Standards
Projects must follow the appropriate Engineering Standards. Any construction projects that connect to the public right-of-way (such as city water and sewer services) will require an encroachment permit from the Engineering and Transportation Division at City Hall.
