The Investigations Lieutenant holds a key leadership role within the Investigations Division, serving as the first level of senior command. This position involves overseeing sergeants, detectives, and civilian personnel who conduct follow-up investigations and develop cases involving major or high-profile crimes. The lieutenant ensures optimal staffing levels and the strategic allocation of resources across investigative teams. They serve as the leader in major crime scenes—such as homicides, complex multi-jurisdictional cases, and other significant incidents—to provide direction and effective resource management. They foster coordination between investigative teams, patrol personnel, and other assets to streamline case management and ensure the highest quality investigations.

Beyond operational responsibilities, the Investigations Lieutenant plays a vital role in administrative oversight. This includes collaborating with external agencies, conducting thorough case reviews to uphold Department standards, and managing performance evaluations. To maintain this standard of excellence, the lieutenant ensures timely, relevant training for staff and implements forward-thinking investigative strategies, reinforcing a culture of professionalism and accountability throughout the division.

Biography

Lieutenant Clements began his career with the Redwood City Police Department in 2003. He has held a variety of positions within the department. These include defensive tactics instructor, firearms instructor and chemical agents instructor. Lt. Clements held the position of Detective with the Street Crime Suppression Team and was assigned as a Special Agent with the San Mateo County Narcotics Task Force.

In 2019 Lt. Clements was promoted to the rank of sergeant. He was assigned to the patrol division and was later assigned to the Investigations Division as the Street Crime Suppression Team supervisor. Lt. Clements is an active member of the department’s tactical team.

Lt. Clements is a graduate of San Jose State University with a degree in the Administration of Justice. He holds professional certificates for the San Mateo County Inner Perspective Leadership program and the Sherman Block Supervisory Leadership Institute.
